Disaster Resilient Communities in Nepal by 2050

VFL2013 National Consultative Meeting held


Kathmandu, May 7, 2013, National Consultative Meeting of "Views from the Frontline (VFL) 2013" has been held in Kathmandu. Participants from various DRR stakeholders got intensively engaged in exploring ways of how these local government and community perspectives gathered through VFL2013 process could be best consolidated and reflected also in national level reporting on HFA progress.
 
“VFL report will serve to complement the report to the National Level HFA Progress Report” Mr. Pradip Koirala, Under Secretary, Ministry of Home Affairs, Government of Nepal expressed in his keynote speech.  Mr. Koirala further mentioned that VFL Report would provide authentication to the nation’s efforts towards implementing disaster risk reduction at the local level.

The consultative meeting was organized by NSET with the support from GNDR to share the findings of the VFL survey 2013 and to gather the inputs, feedbacks from the various DRR stakeholders involved in the process to summarize the outcomes and the ways forward.

To start with the consultation meeting, NSET Deputy Executive Director Mr. Ramesh Guragain explained on VFL purpose and process and also on recommendations of GNDR Global Conference for a post-HFA framework. On behalf of VFL working group at NSET, Advocacy & Outreach Manager Mr.  Khadga Sen Oli presented VFL 2013 findings and key part of draft country report.

The average score of 2.30 generated by the VFL Survey (VFL Report 2013) towards the progress of DRR in Nepal indicates that the progress is very low and to a very limited extent, and there are some activities but significant scope for improvement.

Speaking on the occasion, Mr. Ram Kumar Dhakal, Engineer at the Lalitpur Sub metropolitan City mentioned that these findings help government report to indicating the level of progress in DRR from the front-liners' perspective.

From Association of International INGOs (AIN) community, Mr. Dinanath Bhandari from Practical Action mentioned that VFL has been a platform to hear the unheard voices. Mr. Kedar Babu Dhungana from Save the Children and Mr.  Nabin Lamichhane from Mercy Corps stressed on the need to and importance of considering both National level monitoring and local level monitoring (VFL) for the actual reflection of country’s progress towards DRR.
 
Ms. Sushila Shakya from Community level Disaster Management Committee, Lalitpur12 and Mr. Harsha Man Maharjan from Community Development Forum (CDF), Kirtipur stressed on strong need of implementing actions at community level.

Interesting experiences and valuable inputs have been gathered from the Partner Organizations (POs) and enumerators from various CDMCs, CBOs, AIN member organizations, LG and other DRR stakeholders who participated in the meeting that will be helpful in and tuning up the VFL National Report.

The meeting also discussed on following GNDR recommendations from Post HFA Framework.

1. Prioritise the poorest, most vulnerable and marginalized people

2. Ensure the scope of the framework includes all types of natural and human-derived disasters - including small-scale recurrent “everyday” shocks and stresses

3. Prioritise tackling the causes of vulnerability and exposure

4. Strengthen and resource local risk governance

5. Place rights and responsibilities of all stakeholders at the core of the framework

6. Establish clear goals, standards, baselines, targets and indicators

7. Institutionalise the role and strengthen the capacity of civil society

8. Demand clear commitment from the private sector to strengthening community resilience

The ‘Views from the Frontline’ process, initiated in 2009, is designed to support the implementation of the Hyogo Framework for Action (HFA) by establishing a global infrastructure to measure progress at the local level. National Society for Earthquake Technology-Nepal (NSET) served as the National Coordinating Organization (NCO) for Nepal and as well the Regional Coordinating Organization (RCO) for South Asia for all VFL Surveys in 2009, 2011 and 2013. VFL 2013 includes both the survey and consultation activities which have been previously conducted in VFL 2009 and 2011 and a new Action and Learning stage which supports practical implementation at local level.
