Disaster Resilient Communities in Nepal by 2050

Nandikeshar Bagaicha, one of Emergency Evacuation Site handed over to the Community


Nandikeshar Bagaicha, a recently developed park, located at Naxal was handed over to the Community Service Centre (CSC), a community based organization (CBO) in a program organized by Kathmandu Valley Development Authority (KVDA) on July 6, 2015. The program had 3 facets, handover of the management of the park to the local community, unveiling of KVDA publications and Hanover of the key of Community Level Search and Rescue (CLSAR) Box to be kept in the park for post disaster situation. National Society of earthquake Technology (NSET) facilitated to publish both the publications,  Sankalpa: Kathmandu Valley Development Concept- Coordination and Collaboration' and was 'Atlas of Open Spaces of Kathmandu Valley'. NSET also provided the CLSAR boxes.

The Honorable Deputy Prime Minister Mr Prakash Man Singh was the chief guest of the ceremony and chaired by the Honorable Minister of Urban Development Dr. Narayan Khadka. Many dignitaries including Mr. Lila Mani Paudel, the Chief Secretary was also present in the function. More than 400 people attended the program representing government, security forces, Banks, CBOs and the community itself.
 
Mr Bhattarai, the master of the ceremony initiated the program followed by the dignitaries taking the seat on the Dias. The Development Commissioner of KVDA Mr. Yogeshwar Parajuli welcomed all the people and highlighted objectives of the program. He further briefed the content of the publications to be unveiled and thanked NSET for their collaboration. Mr. Narendra Bahadur Shrestha, Chair of the CSC explained the historical background of the Nandikeshar Bagaicha, the struggle to make this as a park, technical and financial support received.

Then, two publications were unveiled by the Chief Guest and Chair of the program respectively. 

 Atlas of Open Spaces in Kathmandu Valley is an inventory of public 887 open spaces available within Kathmandu Valley.  The atlas aims to contribute in preserving the public open spaces for multiple uses by providing information and creating awareness through wider dissemination of the atlas in local authorities and to the general public. 

Sankalpa: Kathmandu Valley Development Concept- Coordination and Collaboration' comprises the experiences of various people in the form of articles, poem, poetry related to the development of the Valley which calls for coordination and collaboration as a commitment.

An appreciation letter was also distributed by the chair to the people and the institutions who had contributed significantly in terms of financial support or service in mobilizing the volunteers to serve the people in the camp after the earthquake.

The ex-secretary and the President of NSET Mr Shiva Bahadur Pradhanga handed over the key of the CLSAR boxes containing community level search and rescue equipments, tools and accessories in post disaster situation to the Chair of the CSC, Mr Narendra Bahadur Shrestha.

Dr Jeevan Adhikari, Chief Editor of Sankalpa, also cited a poem titled 'Footpath' which explains a pain and feelings that the footpath has gone through in the process of road development.

Mr. Bigyan Acharya, AIG of Police continued with welcome remarks and said that it is a good example of collaboration of the government, security forces and the local community. Likewise the Chief Secretary Mr. Lila Mani Paudel expressed his happiness of this work and emphasized that this part should continue being instrumental as a good example for such initiations.

The Chief Guest and the Deputy Prime Minister addressing the audience said that such type of works should be replicated on other places also. Finally the Chair and the Minister of MOUD expressed pleasure of this achievement and mentioned few similar future plans and concluded the program.

Nandikeshar Bagaicha is one of the open spaces designated by the Government of Nepal as an emergency evacuation site among the 83 of the Valley. It is the first park developed to make Kathmandu Valley a safe, green and clean place to live in by its multiple uses- as a beautiful green park for general public, playground for children and most importantly as an emergency shelter during a large earthquake disaster. It has already served its one of the most important functions in the Gorkha Earthuke which hit Nepal on April 25, 2015.
