Baseline Surveys in the BCIPN Program municipalities


As a component of Monitoring and Evaluation plan for the Building Code Implementation Program in Municipalities of Nepal (BCIPN), Baseline Survey is being conducted in all the 24 program municipalities. Bharatpur Municipality and Gaindakot VDC were the first to start the survey from 26 November, 2013.  The survey started with the "Enumerators Training to Conduct Baseline Survey" on 26 November 2013 at the Bharatpur Municipality Training Hall, Bharatpur and on 27 November 2013 at Gaindakot VDC.

A total of 28 enumerators from Bharatpur municipality and 18 from Gaindakot VDC were trained on conducting the baseline survey which included risk perception survey and current status of building code compliance in the municipalities. The enumerators after receiving the training were mobilized in the field for conducting the surveys.

For the BCIPN, Monitoring and Evaluation (M&E) plan has been prepared to guide the implementation of the program, and also to guide the monitoring of progress, outputs and evaluate the impact of the program. This plan will also serve as a guide for any mid-course review and corrections. Therefore, the M&E plan will serve as a management tool for continuous learning, feedback and improvement system. For this regular collection and analysis of data on program activities will help ensure the quality of the works. The four major components related to conducting an impact evaluation of the BCIPN are Baseline, Mid-Term Impact Evaluation, Final Impact Evaluation and Use of Control Groups.

The following three elements of the BCIPN baseline will be established.

Baseline of current status of municipalities in terms of institutional mechanisms and technical capacitiesBaseline of general awareness of people and professionals on earthquake risk and earthquake-resistant construction technologyBaseline of current status of building code compliance in the municipalities

In the process to encourage the municipalities for effective compliance to and enforcement of the National Building Codes, NSET is conducting various programs in several municipalities of Nepal as a component of the BCIPN program implemented under the guidance and supervision  of the Government of Nepal, Ministry of Urban Development (MoUD), Ministry of Federal Affairs and Local Development (MOFALD) and Department of Urban Development and Building Construction (DUDBC) and with funding support from USAID/OFDA.

NSET is implementing the Building Code implementation Program (BCIPN) in 24 municipalities and the Project duration is August 2012 – July 2015. BCIPN envisions building upon and consolidation of the experiences, achievements and lessons learned from our pilot initiatives of assisting Lalitpur, Banepa, Dharan, and Vyas municipality in the past decade in building code implementation.
