Call for Expression of Interest (EOI): To Produce Video on efforts of Vyas Municipality in Disaster Resilience

National Society for Earthquake Technology (NSET), with financial support from Durham University; Institute of Hazard, Risk and Resilience (IHRR) impact fund is carrying a study on the efforts of Vyas Municipality, in mainstreaming disaster resilience into its development plan. From the last one-decade Vyas Municipality has being paying continuous efforts on making it's city resilient through building code implementation and mainstreaming disaster resilience into development plan. In this process NSET has been providing technical support to Vyas Municipality through different programs. Now, those efforts need to be captured in a video as a learning to other Municipalities.

In this regard, NSET invites Expression of Interest (EOI) from Media & Advertising Agencies and Creative Teams to collaborate with NSET for the following assignment.

1. Overall objective of the Assignment:
The objective of the assignment is to produce a documentary film on efforts of Vyas Municipality in disaster resilience, highlighting best approaches, best practices, achievements and impact.

2. Specific task for the Service Provider:
Under the direct supervision of the NSET-team, the service provider will be required to do the following:
» Develop overall concept and scenario for the documentary film.
» Interview selected individuals for the film, Vyas Municipal Mayor, staff, community people and NSET team etc.
» Visit Vyas Municipality and interact with the local communities and Municipal staff.
» Develop the documentary script and storyboard to be used in the film.
» Perform appropriate video filming and shoot interviews.
» Present a draft documentary for comments on contents.
» Produce final documentary film of 8-10 min long in English with Nepali sub-tittle.

3. Output /Deliverables
» Submit a storyboard and script for the documentary to NSET for approval before filming;
» Present draft documentary to NSET members and incorporation of comments;
» Produce an edited Video Recording of the scenarios captured, and the footage of the recorded stories.
» Present a complete 8-10-minute documentary film version, and hand over 2 master copies of each version to NSET.

4. Required Qualifications and Experience of the Service Provider
The service provider will be required to have the following:
» More than 5years experience working in similar field.
» Extensive experience in producing development work related documents for publication and documentaries for international organizations with the aim of reaching both local and international audiences
» Experience in working with INGOs or International organizations.
» Local knowledge and languages in Nepal.
» Excellent technical capacities to ensure smooth and high-quality production.
» Experience in development communication.

5. Duration of the Assignment

The assignment is expected to take 40 working days from the date of signing the contract.

6. Equipment for the Assignment
No equipment will be purchased or provided by the NSET. Any equipment needed to complete this assignment will be provided by the service provider.

7. Payment
» The service provider’s payment shall be based on the financial proposal developed for this consultancy.
» Payment shall be made in three installments of;
     • 40% down payment upon submission of an inception report acceptable to the client
     • 40% upon submission of an acceptable draft film documentary; and
     • 20% final payment upon submission of the final outputs, incorporating suggestions and recommendations from the NSET.

8. Application Procedure

Applicants are required to submit the following:

» A Technical Proposal: Letter of Interest, stating why you consider your service suitable for the assignment and a brief methodology on the approach and implementation of the assignment;
» Personal CVs of technical personnel proposed for this project highlighting qualifications and experience in similar projects;
» Work references - contact details (e-mail addresses) of referees (firms for whom you’ve produced similar assignments);
» Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment; and
» Sample work (previously done for other clients).
