NSET's 10-Year Strategic Plan (2021-2030) launched, scope expands to Multi-Hazards Risk Management
National Society for Earthquake Technology – Nepal (NSET) has launched 10-Year Strategic Plan (2021 to 2030) with an idea to ensure greater visibility in its strategic destination and the path to attain its envisioned destination through accomplishment of its mission. This 10-year strategic plan has been prepared with a clear thirst and commitment for growth and efficiency in its overall performance and impact to the society.
Senior Littérateur and expert on Nepali Folk & Ethnic Cultures Prof. Tulasi Diwas and Senior Historian and Academician from Nepal Academy Prof. Dinesh Raj Panta jointly unveiled the NSET’s 10-Year Strategic Plan amidst a program on Sep 30, 2021 held in hybrid model in presence of a group of people attending physically and connecting virtually with number of attendees.
Addressing the event, Chief Guest Prof. Tulasi Diwas highlighted the importance of translating plans into actions through connecting and engaging targeted people. “Plan is nothing if its not implemented. I am confident with NSET that these strategic plans will be implemented well”, Prof. Diwas stressed.
Special Guest Prof. Dinesh Raj Panta highlighted some historical facts of disaster events that Nepal faced in past centuries. Prof. Panta remarked, “we have no evidence of disaster events from the times before 12th centuries, but the assumption is that there should have been such many occurrences. There should be focus to study past disasters and learn from them”. CEO Sushil Gyewali from National Reconstruction Authority congratulated and wished NSET for worth contribution in building community resilience in Nepal and the region.
Former Secretary and Urban Planner Mr. Kishor Thapa, Director General of DUDBC Mr. Navaraj Pyakurel and Spokesperson and Joint Secretary of Education Ministry Mr. Deepak Sharma appreciated NSET’s efforts and wishes for the success of new strategic plan. Mr. Vijay Singh from UNDP, Mr. Santosh Gyawali from USAID Nepal, Mr. Surya Bahadur Thapa, DPNet Chair and noted professionals also extended their messages for NSET’s journey ahead.
In the beginning, NSET President Dr. Amod Mani Dixit had briefly presented on NSET’s 28 years journey and major accomplishments. Then, NSET’s Executive Director Mr. Surya Narayan Shrestha shared key parts of Strategic Plan 2021-2030. At the end, NSET’s General Secretary Mr. Shreeram Singh Basnet extended vote of thanks for all the invited speakers and attendees. The newly launched NSET’s Strategic Plan 2021-2030 envisions for “Disaster Resilient Communities in Nepal by 2050”. To acheive this, NSET has crafted its institutional Mission “To contribute in enhancement of disaster resilience of the communities through development and implementation of appropriate technologies, inclusive and collaborative approaches in order to minimize and manage disaster risks.” This Strategic Plan has established the meaning, priorities, strategic direction for the overall being and operations of NSET and a roadmap for accomplishing targeted goals and objectives for next 10 years. Inputs of all the stakeholders and various analytical documents, reports, feedback and strategic audit have been taken into consideration in creation of this strategic plan.
NSET was founded in 1993 for the broad but very explicit cause of ensuring earthquake safety in the hazard-prone urban as well as backward societies of Nepal and contributing to the regional and global level at large. Our institutional VISION which has been the pivotal inspiration of the organization till 2020 was to develop "Earthquake Safe Communities in Nepal by 2020". The new strategic plan is to further our institutional course of action.
Nepal has been facing significant damages and losses due to various degrees and types of disasters. NSET has had a rich experiences and lessons of working in the field of earthquake risk management in last 28 years and we believe that such experiences, knowledge, and lessons can be leveraged effectively in managing multi-hazard risks. In addition, the focus of global and national frameworks related to disaster resilience has encapsulated the aspects of multi-hazard risk management. NSET, hence envisions to widen, deepen and scale up its area of contribution in enhancing disaster resilience of communities.
भूकम्प प्रविधि राष्ट्रिय समाज - नेपाल को १०वर्षे रणनीतिक योजना सार्वजनिक
भूकम्प लगायत बहु-प्रकोपका विषयमा समेत योगदान दिने गरी कार्यक्षेत्र विस्तार
भूकम्प प्रविधि राष्ट्रिय समाज - नेपाल (एनसेट) ले भूकम्पका साथै नेपालले बारम्बार भोग्दै आएका बाढी, पहिरो, आगलागी, महामारी तथा जलवायु परिवर्तन समेत बिभिन्न प्रकोपहरूबाट हुने जनधनको क्षति न्यूनीकरण गरी सुरक्षित समुदाय निर्माण गर्न सघाउने र आम जनताको जीउधनको सुरक्षामा योगदान दिने गरी आफ्नो कार्यक्षेत्र विस्तार गरेको छ। वरिष्ठ साहित्यकार एवं लोक-संस्कृतिविद प्रा. तुलसी दिवस र वरिष्ठ इतिहासविद प्रा. दिनेशराज पन्तले एक कार्यक्रमबीच एनसेटको “रणनीतिक योजना (सन् २०२१-२०३०)” सार्वजनिक गर्नुभएको छ।
कार्यक्रमलाई सम्बोधन गर्नुहुदै प्रा. तुलसी दिवसले एनसेटको यो १० वर्षे योजना बन्नु राम्रो कुरा भएको तर यो बन्नु भन्दा पनि यसको प्रभावकारी कार्यान्वयन हुनु अझ महत्त्वपूर्ण हुने बताउनुभयो। बिभिन्न खालका प्रकोपहरूबाट सताइएका नेपाली समुदाय खासगरी पिछडिएका वर्गलाई समेटेर उनीहरूकै सहभागिता र स्वामित्त्वमा योजना र कार्यक्रम तयार पार्ने र लागू गर्नुपर्नेमा उहाँले जोड दिनुभयो।
आफ्नो संक्षिप्त मन्तव्यको क्रममा प्रा. दिनेशराज पन्तले नेपालमा भूकम्पको इतिहास खोतल्दा विक्रमाब्द १२८० तिरको भूकम्पको जानकारी फेला परेको तर त्यसअघि पनि नेपालमा भूकम्प जाने अनुमान गर्न सकिने भए पनि प्रमाण र दस्तावेजहरू उपलब्ध नरहेको बताउनुभयो। इतिहासमा घटेका भूकम्प र अन्य विपदका बारेमा वृहत अध्ययन, अनुसन्धानको खाँचो रहेको उहाँले औल्याउनु भयो।
एनसेटले विपद जोखिम न्यूनीकरणका विश्वव्यापी मान्यताहरूलाई समेत आत्मसात गरेर संस्थाको कार्यक्षेत्र र क्रियाकलापहरू विस्तार गरी “बहु-प्रकोपीय जोखिम व्यवस्थापन”, “जलवायु अनुकूलन तथा जोखिम व्यवस्थापन” तथा “विपद र जलवायु सम्वद्ध जोखिम व्यवस्थापनलाई आर्थिक विकासका प्रयत्नहरूमा समायोजन” का विषयहरूलाई समेट्नुपर्ने आवश्यकता महसूस गरेर यो रणनीतिक योजना तयार पारेर कार्यान्वयन शुरु गरेको संस्थाका कार्यकारी निर्देशक सूर्यनारायण श्रेष्ठले बताउनु भयो।
विगत तीन दशकको कार्यानुभव, ज्ञान तथा विपद् जोखिम न्यूनीकरण र पूर्वतयारीका क्षेत्रका सिकाइलाई संश्लेषण गर्ने कामदेखि लिएर विपद् सम्बन्धित विषयगत नीति तथा रणनीति तयार पार्ने र बिभिन्न सरोकारवालाहरूसँगको लामो समयको साझेदारी पश्चात यो रणनीतिक योजना आएको एनसेटका अध्यक्ष डा. आमोदमणि दीक्षितले बताउनुभयो।
एनसेटको स्थापना “सन् २०२० सम्म भूकम्पबाट सुरक्षित नेपाली समुदाय” निर्माण गर्न सघाउने दूरदृष्टिका साथ सन् १९९३(वि.सं.२०५०) मा भएको हो। आम जनताको जीवन रक्षाका लागि भूकम्पीय जोखिम व्यवस्थापनसँग सम्बन्धित बिभिन्न पक्षहरूमा गरिने प्रविधिको प्रयोगमा उल्लेख्य परिमार्जन गरी समुदायलाई भूकम्पबाट सुरक्षित बनाउने सोंच नै यो संस्थाको स्थापना कालदेखिकै निर्देशक सिद्धान्तको रूपमा रहिआएको छ। जोखिम न्यूनीकरणका लागि यो संस्थाले विकास गरेका एवम् परिमार्जन गरेका विधि र पद्धतिहरू नेपाल बाहिर समेत अपनाइएका छन्।
सो अवसरमा राष्ट्रिय पुनर्निर्माण प्राधिकरणका प्रमुख कार्यकारी अधिकृत सुशील ज्ञवाली, पूर्व सचिव तथा सहरी योजनाविद किशोर थापा, सहरी विकास तथा भवन निर्माण विभागका महानिर्देशक नवराज प्याकुरेल, शिक्षा मन्त्रालयका सहसचिव एवं प्रवक्ता दीपक शर्मा, डिपिनेटका अध्यक्ष सूर्य बहादुर थापा, युनडिपिका प्रतिनिधि विजय सिंह, युएसएड प्रतिनिधि सन्तोष ज्ञवाली लगायत राष्ट्रिय र अन्तर्राष्ट्रिय संस्थाका प्रतिनिधिहरूले एनसेटलाई शुभकामना र सुझावहरू दिनुभएको थियो। कार्यक्रमको अन्तमा भूकम्प प्रविधि राष्ट्रिय समाज – नेपालका महासचिव श्रीराम सिं बस्नेतले आमन्त्रित सम्पूर्ण वक्ता र सहभागीहरूप्रति आभार प्रकट गर्नुभएको थियो।
