National Society For earthquake Technology- Nepal (NSET), with funding support from United States Agency for International Development (USAID), is implementing a 5-year “Baliyo Ghar” program to contribute to safer reconstruction in Nepal.

The objective of the program is to support disaster-resilient reconstruction of houses through standardized training, awareness, and demonstration. The program will develop standard guidelines, manuals, curricula and awareness materials for acceptance by Government of Nepal as national standard resources; and use them to train construction workforce and implement awareness campaigns, thereby enhancing national capability towards disaster resilient reconstruction.

National Society for Earthquake Technology-Nepal (NSET) invites applications for the position Monitoring & Evaluation Expert for ‘Baliyo Ghar’ Program from eligible candidates.

TERMS OF REFERENCE

Number of Position: One


Appointment Type: Full time for 1 year with possibilities of extension
Required Qualification: Master’s degree in Social Science or Development Studies or equivalent with more than 5 years’ experience as M&E specialist at a senior level working on Disaster Risk Management or other Development Projects.

The M&E for Baliyo Ghar Program shall be based at Kathmandu, Nepal with frequent travel to program districts (Dolakha, Nuwakot and Dhading) and shall work under the direct supervision of Program Director/ Manager of Baliyo Ghar and M&E team of NSET.

Main Responsibilities:

• Review project/ program documents and assist program director and program analyst in designing Monitoring and Evaluation (M&E) systems for the BG program.
• Design data collection, recording, analyzing, monitoring, evaluation, and reporting systems and tools to fulfill all project and organizational M&E requirements, based on performance monitoring frameworks set by NSET;
• Develop survey formats, checklists, questionnaires for measuring outputs, outcomes, achievements and impacts of projects/programs and activities.
• Conduct and assist in conducting field surveys interviews and focus groups discussions for M&E of programs
• Ensure accuracy of data collection and quality of data processing
• Develop testing procedures of assessing quality
• Analyze collected data and other relevant information as part of M&E system.
• Perform qualitative and quantitative data analysis and generate reports (with graphs, charts, maps, etc).
• Provide inputs, information and statistics for quarterly, annual and other reports.
• Assist program personnel with M& E tools in designing/ developing required mid-course corrections for projects and programs.
• Generates and report data in compliance with USAID procedures and agreements.
• Helps and build NSET staff and counterpart capacity in M&E. Organize training and learning sessions, seminars on program monitoring and evaluations.
• Perform other duties as required.
