Disaster Resilient Communities in Nepal by 2050

PEER Regional Strategic Planning Workshop Kathmandu, Nepal; July 21-23, 2015


Regional Strategic Planning Workshop (SPW) of the Program for Enhancement of Emergency Response (PEER) kicks of today in Kathmandu. Addressing the inaugural session, Mr. Pradip Koirala from Ministry of Home Affairs highlighted the very need of enhancing national capacity on disaster preparedness and response in view of current experience of Nepal aftermath Gorkha earthquake 2015. “The task of response should be not only the part of certain standard documents or suggested frameworks such as HFA or SFDRR, rather  it should be the regular and primary job of Government and very much implicit part of Governance”, stated Mr. Koirala.
 
The three-day long Workshop aims to enhance emergency response capacity of South Asian countries by providing training on Medical First Responder (MFR), Collapsed Structure Search and Rescue (CSSR), Hospital Preparedness for Emergencies (HOPE), Community Action for Disaster Response (CADRE) and Swift Water Rescue (SWR) courses and by promoting networking and collaboration among relevant institutions and individuals in the region. The Workshop has been participated by nearly 30 participants from Disaster Nodal Agencies, Security Agencies, and Humanitarian Agencies and also from among Senior PEER Course Instructors.

The Program for Enhancement of Emergency Response (PEER) is a regional training program initiated by the U.S. Agency for International Development, Office of U.S. Foreign Disaster Assistance (USAID/OFDA), to enhance local and regional disaster preparedness and strengthen the response capacities of vulnerable countries in the South Asian region.

Mr. Joseph Miskov, Regional Advisor, USAID/OFDA in his remarks stressed in furthering the PEER efforts in the region through localization of PEER courses to develop national and local capacities to cope with most adversities. NSET President Mr. Shiva Bahadur Pradhanang in his welcome note emphasized on the very need of collective efforts to deal with disasters.

The inaugural session was also addressed by representatives from participating countries. Mr. Khalid Mamood, Joint Secretary, Department of Disaster Management, Government of Bangladesh; Maj. Gen. Anurag Gupta, Joint Secretary, NDMA, India and Advisor Operations; Maj. Souhail Ashraf, Deputy Director, Response, NDMA Pakistan and Mr. Tshewang Rinzin, Ministry of Home and Cultural Affairs, Bhutan in their country remarks showed their solidarity to Nepali people who got affected by Gorkha Earthquakes 2015; and also shared the experiences of their own in regard to disaster preparedness and response.

NSET Executive Director Dr. Amod Dixit briefed on the PEER courses being conducted in the region till its fourth phase. From and on behalf of facilitating organization, he also thanked national governmental agencies for their efforts on national adaptation of the courses and integrating many parts of the courses in their own ongoing various trainings and capacity building systems and national and local level.

The Workshop is to undergo various working sessions comprising  Country Reports on Progress to Date and Success Stories, More Effective Coordination for PEER Course Delivery, Strategies for Furthering PEER Course Delivery and Country Planning.
