Conference Resolution

The Conference deliberated on all issues of earthquake risk and earthquake response after the 2005 October Earthquake

It also deliberated on the reconstruction and rehabilitation works underway in Pakistan including the approaches and strategies

It also deliberated on the ex ante needs and course of action for disaster risk reduction in Pakistan including the efforts towards establishment of policy, legal and institutional frameworks at Federal and Provincial, Tehsil and district levels.

The Conference participants appreciate:

» the significant successful works undertaken in Pakistan for earthquake response, despite the epic proportions of the earthquake impact,
» the well organized reconstruction and rehabilitation works implemented by ERRA in close cooperation with national and international partnering organizations, and consider that yet another successful model for replicable earthquake reconstruction and rehabilitation has been developed in Pakistan,
» listened to the experiences of earthquake response, reconstruction, rehabilitation and earthquake preparedness in other countries, mainly Iran, Japan, Nepal, Turkey, and underscore the similarities in the efforts in the region, in particular the use of the Hyogo Framework of Action 2005-2015: Building the Resilience of Nations and Communities to Disasters (www.unisdr.org) as the Policy guide to address disaster risk reduction.
The Participants express their condolences to the victims of the October 2005 Earthquake, and hereby, adopt the following Resolution.
» The Conference Participants extend their sense of gratitude to the Government of Pakistan, notably Earthquake Reconstruction and Rehabilitation Authority (ERRA) - the Organizer, and also the Co-organizers of the Conference, namely EC / ECHO, UN/ISDR, UN/Habitat, UNDP Pakistan, USAID and NSET, for organizing a successful Conference which helped to understand the efforts of response and reconstruction and Rehabilitation efforts post 2005 Earthquake,
» The Conference Participants express satisfaction over the comprehensive approaches adopted by the Government of Pakistan in earthquake reconstruction and rehabilitation efforts, especially the role played by ERRA
» The Conference Participants also appreciate the forward-looking approaches taken by the Government of Pakistan in improving the policy, legal and institutional framework, for better management of disaster risks and response in Pakistan. The establishment of NDMA is a right step in reducing disaster risk in Pakistan and making a commitment to the Hyogo Framework of Action 2005-2015
» Participation of Disaster Risk Management experts of the region added much value to the conference forming the nucleus of a network that should continue collective efforts for enhancing regional cooperation, for better disaster preparedness, risk reduction and risk management in countries of the region.
» Disaster Risk Management is a long-term challenge demanding continuity of efforts. Still there are numerous challenges that demand efforts from all stakeholders including the Government. We, the Participants of the Conference, encourage the Government of Pakistan to maintain the momentum gained so far and accelerate operationalization of the National Disaster Management Framework.
