National Society for Earthquake Technology-Nepal (NSET) has been implementing the program “Promoting Public Private Partnership for Earthquake Risk Management (3PERM)” with the funding support from United States Agency for International Development, Office of U.S. Foreign Disaster Assistance (USAID/OFDA) during October 2011 – September 2014. This program envisions on tapping the vast potentials of private sector for contribution to earthquake risk reduction in Kathmandu Valley and Nepal. Capacity development of the stakeholders is also a focus of the program. 3PERM thus complements the on-going initiatives for Earthquake Risk Reduction in Nepal, especially the OFDA-supported ongoing Nepal Earthquake Risk Management Project Stage 2 (NERMPII).
“Awareness-raising and Capacity Building” has remained as an inherent component of all program activities. All activities are geared towards increasing disaster awareness of corporate sector, community, and the government. Similarly, enhancing capacity of people and institutions will be in focus in all program activities. A massive awareness campaign is envisioned to be conducted for raising general awareness on DRM and also on the possibilities of public private partnership for ERM. The campaign itself is to be conducted on a public private partnership approach. Collaboration with several private companies is also to be explored and encouraged for the campaign.
Under 3PERM program, 20 Radio stations, among from community run as well as commercially operated, got selected from all over the country. Expression of Interest (EOI) from interested radios was first called and the interested radios were asked to submit cost proposal. The selection was done in view of institutional capacity, 3PERM program priority and geographical coverage. The list of radios and geographical distribution are mentioned hereunder.
The weekly program has been conceptualized to disseminate information and knowledge on Earthquake Safety promotion producing partially by NSET from Kathmandu and partially by individual radios but in consultation with NSET. Also, Public Service Announcements (PSAs) on Earthquake Safety promotion are being aired daily at least 10 times from the respective Radio stations. In Kathmandu, one production group has been hired for the partial production of program and preparing audio PSAs.
